The aim of the internationalization of the doctorate is the strengthening of the international dimension, the improvement of the quality of the doctoral student’s training, the promotion of the competitiveness of the same on the international level. The fundamental points to be kept in mind are:
  • Creation of a favourable environment;
  • Tools for the logistic arrangement;
  • Effective interface with the Police headquarters;
  • Linguistic preparation;
  • Use of the UE programmes;
  • Complementary actions on the field of the training to research.

The University G.d'Annunzio (Through its own Scuola Superiore (School of Advanced Studies) "G.d'Annunzio") wants to promote and facilitate the international cooperation within the Research Doctorates. For this purpose it stipulates with foreign Universities some conventions defining the realization procedures of the cooperation, the carrying out of theses in co-supervision, the release of the joined degree or the double title and/or the attainment of the degree of "Doctor Europaeus" and of other similar certificates, as well as it controls the presence of foreign doctoral students at its own doctorates.

The conventions are signed by the Rectors of the participating Universities. The convention proposal will be submitted to the Scuola Superiore (School of Advanced Studies) and the Academic Senate. The agreements will take into account the same criteria used for the proposals of ordinary doctorate concerning the scientific and training validity. An important element of the conventions will be the anticipation of the issuing of a joint degree or a qualification recognized by the contracting parties ( double degree) .

(1) The foreign doctoral student attending the course
The foreign doctoral student attending the course is a graduate student enrolled in a Doctorate course set up in a foreign country, who wants to attend courses and seminars for a Doctorate of the University "G. d'Annunzio" and / or carry out research for a term which may range from a minimum of 3 to a maximum of 12 months. The admission has to be decided by the Teaching Body of the Doctorate within a fixed limit of sustainable places (for example, 20%). The request must be filled in by the student and countersigned by the Italian tutor. The enrollment for a student who can attend the course may require the payment of contributions, under the provisions of the Board of Directors, and / or an insurance coverage. The School will issue a certificate attesting the enrollment of the foreign doctoral student. Among these students are also included the ones of international doctorates or in co-supervision of theses, who must anyway pay an enrollment fee at our University.
(2) European Doctorate (additional degree)
The mark ( label) of "European Doctorate" is added to the national qualification respecting these four following conditions:
  • the authorization to discuss the thesis to obtain the mark is granted by the Teaching Body on the basis of two counter-reports on the thesis work made by two professors coming from two Universities of the E.U. different from the one in which the thesis is discussed;
  • at least one member of the board of professors at the final exam must belong to a foreign University;
  • the discussion of the thesis, at least partly is made in a second European language;
  • the doctorate thesis foresees a three months stay minimum in a country of the E.C, different from the candidate's one.

The application to obtain the mention of "Doctor Europaeus" must be submitted separately to the Teaching Body of the Doctorate. If all the above requirements are met, the Teaching Body, after obtaining the degree, will require to the Scuola Superiore the acknowledgement of the degree of Doctor Europaeus. To doctoral students who have received the acknowledgment will be granted the certification of "Doctor Europaeus", in addition to the degree and the national value of the doctorate, and on the parchment, as a mark of distinction, will be put the logo of the European Union.

(3) Doctorate of International Network (additional degree)
The mark (label) of " Network Doctorate" is added to the national degree, in respect of the specific conditions, that must be very similar to the ones of the European Doctorate, and is recommended for situations outside EU. The Network Doctorate (including bilateral agreements) started with the aim to develop scientific cooperation between Italian and foreign research teams through the mobility of doctoral students, and can also be governed by a formal act, encouraging
  • The use of comlementarity;
  • Awareness of the potentialities;
  • Exchanges and joint monitoring;
  • Co-supervisions;
  • Intensive-schools;
  • Interaction with firms.

At the end of the studies, on request of the doctoral student, might be foreseen an "International network Doctorate" which is not an academic degree with over-national value, but an additional certificate (label). This label added to the national degree (something similar to the Doctor Europaeus one) is granted under the responsibility of each institution. The certificate should attest the cooperation with the foreign institution/s and must be formalized by an agreement, even if generalist.

The application for the obtaining of the words "International network Doctorate" must be submitted separately to the Teaching Body of the Doctorate. If all requirements are met, the Teaching Body, after the degree has been obtained will require The Scuola Superiore, the acknowledgement of the degree of International network doctorate. To doctoral students who have received the acknowledgment will be given the certification, in addition to the degree and the national value of the doctorate, and this mention will be put on the parchment.

A more structured network consists of the Network consist of the Doctorate International School which may include particular specificities (exams for admission and for graduation, etc.) that require the signature of a specific agreement.

(4) Thesis in Co-supervision (double qualification)
The thesis in co-supervision concerns the opportunity for every individual enrolled in doctorate courses at an Italian University to prepare the doctoral thesis in "co-supervision" with a foreign University. The institution of joint supervision has had a significant increase in recent years, the CRUI has signed framework agreements with France, Spain, Germany and Switzerland. In addition to the above mentioned agreements it is possible to start a joint supervision of theses with institutions in other foreign countries.

To established a valid co-supervision it is necessary that the Universities involved enter into a convention for each single doctoral student. The doctoral student spends a period of study at the partner University and prepares the doctoral thesis under the supervision of two directors of thesis, one for the University "G.D' Annunzio ", the other for the Partner University. At the end of the studies, the thesis will be discussed before a Board of examiners in which there are also the two thesis Directors , and after passing a single final exam, the doctoral student will be awarded with a degree recognized by both institutions (double degree). Each co-supervision program is supported by an agreement that specifies the terms of the agreement in accordance with the following regulations:
  • registration at the University of membership, which also involves the regular registration at the partner University, with no additional contributions beyond the ones required by law;
  • the partner University puts at the doctoral student's disposal the necessary teaching and research facilities and guarantees anyway the services at disposal of its own doctoral students;
  • each University gives its doctoral student the insurance against accidents;
  • the appointment of two directors of thesis, one for the Italian side, the other for the participating University, which will follow the research activities of the doctorate, and each of them will evaluate the doctoral thesis, with his own written report. The positive judgement of both directors of thesis is necessary for the admission to the final examination;
  • the doctoral student carries out his study's and research's activities at the facilities of the two Universities for periods between six and eighteen months within three years;
  • the final exam will take place at one of the two Universities, on the basis of the joint agreement established in the convention, and it involves the thesis discussion before the Board of examiners;
  • for the final exam the student must deliver to the University ....... copies of his thesis (in ..............), containing an extract both in Italian and in English;
  • the Board of examiners for the final exam will be appointed by the Rector of both Universities and will be composed of University professors or researchers of both countries, and they must be not less than ....... , including two directors of theses (with / without the assessment right), the Chairman of the Board of examiners will draw up an exam report in both languages and it will be countersigned by all members;
  • each one of the two institutions undertakes to grant the Doctorate Degree, or an equivalent, for the same thesis, following up a favorable report from the Board of examiners; the qualification of Doctor of Research, awarded by the Rector of the Italian Atheneaum, is completed with the words "thesis in co-supervision with the University of ...............".
  • the protection of the subject matter of the thesis, as well as the publication, the use and protection of the research results achieved by the doctoral student at both institutions will be subjected to the rules in force, and guaranteed in accordance with the specific procedures of each country involved in the co-supervision;
  • the financial costs related to the doctoral student's mobility are charged to the doctoral student's membership University;
  • the co-supervision of doctoral thesis is normally established for the benefit of graduate students enrolled in the first year, the Teaching Board may authorize the activation of a joint supervision of thesis for doctoral students enrolled in the second year of study, if there are particular and specific interests. In this case, the Teaching Board will be able to approve contextually the one-year extension for the discussion of the final thesis, if the doctoral student must register for the first year of study at the participating University.
  • by December 31st of every year, the Teaching Board will do an evaluation of the activity carried out also by the doctoral students in joint-supervision of thesis enrolled at the Partner University in order to decide the admission to the following year.
(5) International Doctorate (double degree or joint degree)
The international doctorate is structurally different from the national doctorates and it organizes all activities concerning the selection, training and assessment of doctoral candidates, in accordance with a scientific-training project that has been adequately prepared and motivated. The joint doctorate therefore requires the following steps:
  • Acknowledgement of a transnational training needs
  • Design and development
  • Realization
  • Awarding of the degree
  • Institutive Convention or bilateral agreement (on a specific subject)
  • Project developed together with common training and research periods
  • Subdivided stays terms; Mobility
  • Common and detailed organization (selections,teaching body establishment,monitoring, final examination,degree awarding mode)
  • Final joint degree (or double degree)

So that the joint Doctorate is validly established, it is necessary that the universities involved enter into an agreement. The agreements must comply with the following principles:

  • the scientific project and the training plan, appropriately structured and motivated will highlight the reasons for which it is necessary the establishment of a joint Doctorate;
  • although not specifically mentioned, the Convention will be guided relatively to the training activities, preparation and evaluation of the theses, principles and criteria laid down in the provisions concerning the doctorates in co-supervision and of European label;
  • it is necessary a programs coordination,with assignment of formative credits;
  • the teaching activity takes place at the University interested , with details about courses, seminars etc, in order to ensure the commitment of doctoral students in more locations;
  • the Teaching Board must be composed of no less than ..... scholars of international reputation and a documented scientific production valid in the last five years, with a balanced presence of scholars belonging to the headquarters proponents and the members of scholars of the University "G. d'Annunzio" can not be less than ... ..
  • the coordinator, or the Scientific Director, will be elected by the Board or the coordinating body according to the Convention;
  • for the students' admission arrangements, should be established procedures that ensure an adequate assessment of candidates based on equal and non-discriminatory basis, in particular their relative announcement must be published on the doctorate site at least ..... months before the entrance tests take place;
  • the conventions shall identify the procedures for the the composition of the Entrance Board, the members are designated by the participating centres, although they may not belong to them;
  • the final evaluation boards are composed of teachers appointed by the participating Universities, although they may not belong to them;
  • conventions not be valid for more than three years, renewable.

Furthermore, in accordance with the regolations concerning the Doctorate in co-supervision,t he development of the thesis foreseeing a joint doctorate must include:

  • the appointment of one / two foreign teachers who do not belong to cooperating universities who will be required a written report on the thesis;
  • the Board of examiners must be supplemented by a member from a foreign University different from the co-operating ones ;
  • the "double" or "multiple" degree (double / multiple degree) is characterized by two or more degrees recognized at a national level from the countries which the institutions signing the agreement are part of, the respective Rectors will issue the national degree, with procedures similar to the procedures of Doctorates in co-supervision;
  • the degree (joint degree) is a unique degree, issued jointly by at least two university institutions that offer an integrated curriculum. This goal is particularly binding, requiring hand-written signatures of all the Rectors concerned.

Requests for the establishment of international Doctorates, as well as drafts of agreements for international cooperation, will be subjected to the assessment of academic body which will take into account the specificity of these Doctorates on the basis of the same criteria used for the proposals of ordinary doctorates as regards the scientific and training validity.

The Senate, also, approves the text of the agreement to be signed with the Universities that are interested in this program. Taken into account the time required for the finalization of the agreements and procedures related to the internationalization process in the ministerial field, the proposals to the International Doctorate can be subjected to Academic Bodies at any time of year.

The discipline and management of Doctorates can be adopted by the International Academic Bodies notwithstanding the orders of the University Regulations on the Doctorate.
